Mr. de Rothschild

asked the Secretary of State for Foreign Affairs whether his attention has been called to the application in Manchukuo of exchange control laws which, by discriminating in favour of Japan, violate the undertaking given when Manchukuo was founded that the principle of equal commercial opportunity would be respected and whether he has any statement to make thereon?

Yes, Sir. His Majesty's Consul-General in Mukden has already protested to the authorities in Hsingking against this discriminatory legislation, which is in evident contradiction with the principle of the open door and with British treaty rights; and His Majesty's Ambassador in Tokyo has drawn the attention of the Japanese Government to the matter. I understand that the United States and French Governments have taken similar action.
