§ Viscount CranborneAccording to information at my disposal arrangements at Hankow normally provide for the British official service being made promptly available for distribution by His Majesty's ships and consular officers. Arrangements for a general extension of the machinery for the interception and distribution of this service in the interior of China are not within the control of His Majesty' s Government.
