§ Major Procterasked the Secretary of State for Foreign Affairs whether his attention has been called to the circularisation to foreign import houses doing business in China of letters from import and export agents in Tientsin, pointing out that they can avoid the Chinese maritime customs by importing goods into China through the Chitung districts, via Dairen; and whether, in view of the loss to the Chinese revenue through the smuggling thus encouraged and the danger to British investors in loans guaranteed by this customs revenue, he proposes to take any steps to deal with this matter?
