§ Mr. RUNCIMANI understand that some factories in Canada have been established wholly or partly by interests in the United States of America. The products of such factories are eligible for Imperial Preference in the United Kingdom on the same terms as those of other Canadian factories but I cannot say if this was the reason for their establishment.
