asked the Secretary of State for Foreign Affairs whether he will consider the desirability, with a view to demonstrating that aggression does not pay and to bringing the conflict in Abyssinia to a close as rapidly as possible, of proposing that immediate collective sanctions should be put into effect either in respect of oil supply or by preventing the passage of Italian ships bearing troops or munitions through the Suez Canal?
