§ Viscount CRANBORNEIn the German GoTernment's Memorandum which was communicated to His Majesty's Government on 1st April, it was stated that Germany proposed the constitution of an international court of arbitration, which should have competence in respect of the observance of the various agreements concluded and whose decisions should be binding on all parties.
