§ Mr. CLARRYasked the Minister of Health if his attention has been called to certain operations of the National Health Insurance Act, 1932, whereby those Contributors who were actuarily sound from 1911 up to that time now suffer owing to the regulations on Form AS 230 relating to stamping of cards during unemployment; and whether he will consider giving some special consideration to those contributors who have paid for many years and have only received nominal benefit up to the time of their unemployment?
§ Mr. SHAKESPEAREMy right hon. Friend is aware of the effect of the National Health Insurance Act, 1932, to which my hon. Friend refers, but he is afraid that he cannot see his way to adopt my hon. Friend's suggestion, which would be contrary to the insurance principles on which the scheme of National Health Insurance is based.
