826Wdent, the Governor decided to institute criminal proceedings for illegal assembly against 18 persons who were reported as having taken an active part in the disturbances. The matter is now the subject of judicial proceedings and, in any case, since the restoration of Parliamentary Government, it no longer lies within the province of the Imperial authorities.
