It is estimated that, on the basis of existing staffs, the direct effect of the proposal suggested in the hon. Member's question would be an increase in the expenditure failing on the Exchequer of between £200,000 and £300,000 per annum; but there are many uncertain factors which make it impossible to furnish a very reliable estimate, and it is also doubtful whether it would in fact be possible to make this particular change without at the same time taking other steps that would ultimately involve a very much larger increase in expenditure.
