HOAREIndian revenues were charged with the cost of the staff sup 1293W plied from India, with the cost of the passages of the delegates and their allowances on the voyage and with a small proportion of their allowances while in England. The major proportion of the latter was charged to British revenues, together with the whole cost of the actual conference at St. James's Palace.
