§ Mr. W. GRAHAMI can only add to the reply given by my right hon. Friend the Secretary of State for Foreign Affairs to the hon. and gallant Member for Lewisham East (Sir A. Pownall) on 17th December, that His Majesty's Ambassador was informed by the Portuguese Minister for Foreign Affairs on 22nd January that the decree to abolish the discriminatory quay dues had already been drafted and would be submitted to the Council of Ministers during this week.
