§ Mr. SHINWELLSchemes under Part I of the Coal Mines Act, 1930, for all districts, with the exception of Scotland, came into force at the end of October. The necessary steps to give effect to the schemes in the various districts are now being taken by the coalowners. It is therefore too early to say what has been the effect of the schemes.
