§ Dr. SHIELSThe answer to the first part of the question is in the negative. All immigrants into Palestine must be in possession of a certificate granted by the Chief Immigration Officer, and in the case of labourers it would be necessary to satisfy him that there was a definite prospect of employment. The Chief Immigration Officer would also have regard to the question whether the work could not be performed by Palestinian labour.
