asked the Secretary of State for War if he can, for the information of the House, summarise the recent instructions issued by him embodying the procedure necessary for officers and soldiers to be included in the new register of parliamentary electors, including both military and residential voters; and whether it is now the duty of officers commanding to give information and advice in such matters to officers and soldiers?
