§ Mr. LEES-SMITHOil lamps are issued to postmen generally, both in London and the Provinces, because they have hitherto been regarded as more reliable than electric torches. I am aware that some postmen in the Western District of London have provided themselves with torches. The matter is at present under consideration in the light of certain experiments which have been made.
