§ Mr. GILLETTIn the negotiations for the regulation of the commercial relations between the United Kingdom and the Union of Socialist Soviet Republics, His Majesty's Government in the United Kingdom will follow their invariable policy of endeavouring to secure for British ships, on a basis of reciprocity, treatment in this matter not less favourable than that accorded to the ships of any other foreign country.
