asked the Home Secretary under whose warrant, by virtue of what powers, and for what reasons James Callaghan, who pleaded guilty to the charge of arson and attempting to set fire to heath in Ashdown Forest, and was sentenced at Lewes assizes to three months' hard labour, was released from Portsmouth prison within 24 hours of incarceration?

I understand that the learned Judge during the assizes substituted a shorter sentence, and the prisoner was released upon its expiration.
