§ Mr. MONTAGUEThe present position is that an offer has been made to Hamdi Beg Baban of a free passage to Iraq, where the arbitration referred to in my former reply must necessarily take place, and of a payment of £25 prior to his sailing from England and of a further £50 on his arrival in Bagdad. This offer, made after personal consideration of the case by my Noble Friends the Secretaries of State for Air and the Colonies, can not be regarded as otherwise than a generous one, and it rests with Hamdi Beg Baban to signify his assent to it. I may add that a sum of £187 10s. was advanced to him in November, 1927, in order that he might not be prejudiced by want of funds while his claim was awaiting arbitration.
