§ Mr. GILLETTAs regards the self-governing Dominions, I would refer the hon. Member to the reply which I gave to a question by the hon. Member for Newcastle, North (Sir N. Grattan-Doyle) on 12th November, a copy of which I am sending to him. In the other parts of the Empire which have adopted preferential tariffs (including the United Kingdom) the proportion of Empire labour and material required to qualify goods for preference is, with very few exceptions, 25 per cent. of the value of the goods.
