Mr. CHAMBERLAINThe average annual death rate from small-pox during the period in question was for England and Wales 0.0005, for Switzerland 0.0004, and for the Netherlands 0.00006, per 1,000 population. The information at my disposal does not enable me to give the rate for the other countries named.
