asked the Chancellor of the Exchequer whether he will consider the question of issuing dog licences for 12 months from payment at any time of the year, in view of the fact that many licences are discontinued and dogs turned adrift or destroyed at the end of the year owing to the difficulty experienced by the owners in paying licences on the top of other heavy obligations at this period?

The Dog Licence Duty is not an Imperial but a local taxation duty. I doubt whether my hon. and gallant Friend's proposal would be practicable, but in any case I could not consider the initiation of legislation to give effect to it unless it were supported by the various local authorities concerned.
