Mr. LOCKER-LAMPSONDecrees were issued in December last by the Portuguese Government which somewhat mitigated the discriminatory measures against foreign shipping in Portuguese ports, but the position remains very unsatisfactory and further representations were made last month to the Portuguese Government.
