asked the Minister of Transport whether he is aware that at the present time farmers are compelled to employ a third man to walk in front of a traction engine and threshing machine when moving from farm to farm; whether he will consider the additional hardship on labourers in having thus to walk considerable distances after a hard day's work; whether this regulation can be waived; and, if not, whether he will introduce legislation at an early date to do away with it, particularly since no other mechanically-propelled vehicles are penalised by any restrictions of this character?

I have no power to waive the statutory requirement to which my hon. Friend refers which applies to all locomotives other than road rollers, but my proposals for the amendment of the law are contained in the draft Road Traffic Bill.
