Mr. GUINNESSThe answer to the first part is in the affirmative. As regards the second part of the question, as I stated on 21st November, 1927, in reply to the hon. and gallant Member for Basingstoke (Sir A. Holbrook), it is by no means clear that the prohibition of the export of milling offals would have the effect suggested in the resolutions. I would add that under the Convention for the Abolition of Import and Export Prohibitions and Restrictions signed at Geneva last year, His Majesty's Government would be precluded from adopting such a prohibition as is suggested in the question.
