asked the Home Secretary if he is aware that during the recent municipal elections at least one returning officer wrote to candidates forbidding them to enter any polling station except for the purpose of recording their own votes; and if he will consider the advisability of issuing a circular to returning officers advising them as to the rights of candidates in this connection?
