asked the Minister of Transport if, in view of the serious injury often sustained by persons from motor vehicles and the failure to obtain compensation owing to the want of means of those responsible, he will introduce a measure to compel third-party insurance of all holders of licences?

A scheme of compulsory insurance applicable to motor vehicles generally would involve great difficulties, but I have included in the Draft Road Traffic Bill certain proposals with regard to insurance against third party risks on the part of owners of motor omnibuses and motor coaches.
