§ Sir W. JOYNSON-HICKSI am informed by the Commissioner of Police that there has been only one fatal accident recently in this road, and if, as I am informed, that accident arose through a boy running heedlessly into the road, the driver being exonerated from blame, it is not such as would necessarily have been prevented by police on traffic duty. The Commissioner has duly considered the petition mentioned, but is satisfied that, having regard to the many other demands on the police, the traffic conditions at the junction of St. Paul's Road and Highbury Grove are not such as to warrant the special appointment of an officer on fixed point duty.
