asked the Secretary of State for Dominion Affairs on what date the Treasury Minute, dated 20th March, 1922, referring to transferred civil servants in Ireland, was actually issued to the Departments in the Free State or in Southern Ireland?

Mr. AMERY

The Treasury Minute in question applied to British civil servants generally, and not merely to those who were subsequently transferred to the Irish Free State. It was laid before Parliament on 20th March, 1922, and was communicated to Departments on 7th April, 1922, by a Treasury Circular of that date. It is understood that a corresponding circular was issued on 11th May, 1922, to Departments of the Irish Free State Government by the Ministry of Finance.

asked the Secretary of State for Dominion Affairs whether it is still the intention of the Government to introduce legislation to set aside the judgment. of the Privy Council in favour of ex-British civil servants in the Irish Free State, as decided in Wigg and Cochrane v. the Attorney-General of the Irish Free State; and, if this is so, when will such legislation be introduced?
