§ Mr. CRAWFURDasked the Secretary of State for the Colonies whether there has been any modification of the terms of the agreement between His Majesty's Government and the Kabaka and chiefs of the Uganada Protectorate of 1890; and, if any such modification is contemplated, whether this House will first be consulted?
§ Mr. AMERYI assume that the hon. Member refers to the Uganda Agreement of 1900 between Her Majesty's Special Commissioner in Uganda and the Regents and Chiefs of Buganda. Several supplementary agreements have been concluded with the native Government of Buganda since 1900, for example, the Buganda Agreement (Allotment and Survey), 1913, and the Uganda Agreement (Taxation of Natives), 1922. So far as I am aware, no modification of the Uganda Agreement of 1900 is at present in contemplation; but the Kabaka of Buganda was informed last year that the agreement is a solemn pledge of the King's Government, and that, if the experience of time shows that it can usefully be varied, it will be varied only with the full consent of the Kabaka and his councillors.
