§ Colonel ASHLEYThe railway freight rebates upon coal traffic are being concentrated upon coal, coke and patent fuel exported or shipped as foreign bunkers or as bunkers for fishing vessels, or delivered to iron or steel works. It follows that coal delivered to a coke oven is not subject to the rebate unless the coke oven forms part of an iron or steel works as defined in the scheme.
