§ Earl WINTERTONThe answer to the first part of the question is in the affirmative. The London Jute Association was informed that the matter was one primarily for the consideration of the Government of Bengal and not one in which my Noble Friend could offer advice to that Government. He has no information regarding the intentions of the Government of Bengal or the Government of India.
