asked the Minister of Pensions how many cases there have been where the service pension has not been granted back to the date of discharge when a life pension has been awarded and the man has been in receipt of disablement pension from the date of his discharge; whether it is intended that any ex-service man should lose the arrears because temporarily he may not have been given a final award; whether a final award of 20 per cent. carries with it the life pension rates; and, under such circumstances, what is the position of an ex-service man with a good record to whom the Commissioners of the Royal Hospital state that they have no authority to grant arrears of pension and the Ministry of Pensions also has no jurisdiction to authorise the filling in of the gap?

I have been asked to reply. A final disability award of 20 per cent. or over carries with it a service pension under the conditions laid down in Army Order 330 of 1918. When a disability is declared permanent, the appropriate service pension is granted with full arrears for the period of any pre- ceding temporary awards, provided that the latter have been at the rate of 20 per cent. or over throughout. The concluding part of the question does not therefore arise.
