§ Sir A. CHAMBERLAINIt will, I think, probably be desirable to publish the Hankow Agreement as a White Paper when I am in possession of the full text, and to treat in the same way any other agreements if and when such are reached. It is not always possible to give information as to negotiations actually in progress, but it has been my practice and is my desire to keep the House fully informed of results.
