asked the Home Secretary if he is aware that new and rigorous regulations are being applied to the officers' messes in the various prisons; and whether he will inquire into the reason why such regulations are being applied?

The rules for officers' messes were revised by the Prison Commissioners in January last. The object of the revision was to secure more efficient control, by the committees, of the financial affairs of the messes, and I am satisfied that this was desirable.
