§ Sir W. JOYNSON-HICKSI do not receive communications from a juge d'instruction direct but only from the French Government. The questions in the Commissions Rogatoires which I have received have, I understand, been answered by the witnesses, so far as they were willing to answer them. They cannot be compelled.
