Mr. KELLY

asked the Home Secretary whether he is aware of the case of Max Luhr, who was born in Heligoland, lived in this country from the age of two, was interned during the War and on release went to Hamburg, had three brothers who served in the British Army during the War, and has only been allowed to visit this country once since, namely, in 1923; and whether he will reconsider the possibility of granting a permit to this man to enter this country for permanent or, at any rate, temporary residence?

I went fully into the matter some time ago, and, on consideration of all the circumstances, I came to the decision that this man's return to the United Kingdom ought not to be facilitated. I fear I must adhere to that decision.
