asked the Under-Secretary of State for India what action has been taken by the Government with a view to the enforcement of the Child's Act (India), 1924?

I assume that reference is intended to the Bombay Children Act, 1924. As explained in the Bombay Legislative Council on the 2nd August last, the Government of Bombay were hoping shortly to bring parts 2 and 3 of the Act into operation, and for that purpose rules had been drafted and circulated to several societies and persons interested. Certain difficulties were being experienced in connection with finding homes to which children could be sent and providing the necessary funds. No later information is at present available.
