asked the Secretary of State for War why the clerical reorganisation scheme has not yet been applied to the research department, Woolwich; at what date does he anticipate the necessary action in this direction will be taken; whether the delay is attributable in any way to the anticipated Report of the Duckham Committee; and, if so, why a provisional establishment is not fixed for the interim period?

The scheme cannot be applied to the Research Department pending the fixing of a permanent establishment, which is dependent upon the Report of the Committee to which the hon. Member refers. I cannot yet say when the reorganisation will be carried out, but the seven established men, who alone would be affected by a provisional establishment, have agreed to await assimilation until the permanent establishment is fixed.
