asked the Minister of Pensions whether his attention has been drawn to the case of Mrs. Samuels, of 1, Hampton Road, Newbury, Berks, whose treatment allowance was debited with £1 1s., on account of her husband's unauthorised night absence at Orpington; whether it is in accordance with Pension Regulations to fine a wife with three small children on account of a neurasthenic husband's misbehaviour while in a Ministry of Pensions institution; and, if so, whether he will make more sympathetic Regulations in such cases?

I have inquired into the facts of this case to which my hon. and gallant Friend had already drawn my attention, and regarding which I have caused a full explanation to be sent to him. The Regulations of the Ministry strictly provide that any fine inflicted for a breach of discipline in a Ministry institution shall be deducted only from the personal allowance payable to the man himself. The allowances due under the Warrant in respect of a patient's wife and children are not subject to deduction. The Regulations were adhered to in this case.
