§ Earl WINTERTONI do not know that a consignment of books was stopped, but in view of this gentleman's activities as editor of a Lahore paper entitled "Revolution" and of his known connection with Indian revolutionaries in Europe, it seems not improbable that- the books consigned to him were works liable to seizure under the provisions of the Sea Customs Act.
