CAVENDISH-BENTINCKasked the Secretary of State for the 1554W Colonies, whether his attention has been drawn to the statement made by the Marquess Theodoli, the chairman of the Permanent Mandates Commission at Geneva, on 26th October last, that he regretted he had to repeat the formal protest which he had made at all previous sessions, that not one of the Reports sent in by Great Britain was in accordance with the rules laid down by the Permanent Mandates Commission, and that he presumed that this was due to the fact that the official routine in Downing Street had proved too strong for the British Government; whether any of these protests has previously been brought to the notice of the Secretary of State for the Colonies; and what steps it is proposed to take to prevent the necessity of any repetition of this protest by the chairman of the Permanent Mandates Commission?
§ Mr. AMERYThe answer to the first two parts of the Noble Lord's question is in the affirmative. The point in question was a purely formal one relating to the title of the Reports. Steps were taken to ascertain exactly what the Permanent Mandates Commission desired, and as soon as this was made clear and definitely endorsed by the Council of the League, it was decided by His Majesty's Government to adopt a form of title for future annual reports on the territories for which His Majesty's Government are responsible, which I am confident will meet the wishes of the Council.
