asked the Postmaster-General whether he has received a claim from Mr. A. W. Petch, of Oakley, Fallowfield, Manchester, in respect of expenses incurred by him consequent upon delay in the post office in conveying a parcel to Lockwood, West View, Buxton Road, Whaley Bridge, in December last; whether the claim has now been admitted; and, if not, whether he will take steps to alter the Regulations so that such claims may in future be admitted if proved to have been necessarily incurred by the sender?

A claim has been received; but it would be contrary to the published Regulations to admit it, and I regret that I am unable to take the steps which the hon. Member suggests.
