Mr. HAYES

asked the Secretary of State for War whether, seeing that charges made in the organ of the Civil Service Clerical Association against the administration of the War Office were recently made an obstacle to the hearing of a deputation to him from that body to discuss grievances acutely felt by the employés of the out-stations; that, in spite of the fact that the association offered to let the charges stand on one side, without prejudice, for investigation by an impartial body, he maintained his refusal to hear the deputation; that subsequently to the deputation the association formally applied for a committee of inquiry to be set up to go into these charges; and that he has refused to set up such a committee; and whether he intends to insist that employés of his Department must either withdraw charges which they are prepared to support on oath or in default not have their grievances examined by him?
