asked the Minister of Health whether it is his intention, before introducing any Bill for the reform of the Poor Law, to institute an inquiry into the working of the Poor Law authorities, and particularly as to the advisability or non-advisability of abolishing boards of guardians as at present constituted, and, if so, when?

There have been numerous inquiries into different aspects of the Poor Law, and the principle of Poor Law Reform involving the transfer of the powers and duties of guardians to other local authorities has been endorsed by all political parties and accepted by Governments over a period of years.
