asked the First Lord of the Admiralty what length of time engine- room artificers now serving must serve before reaching the rank of chief engine-room artificer, second class; if there is any block in promotion; and if he will take any steps to ameliorate the conditions?

The seniority of engine-room artificers advanced to chief engine-room artificer, second class, naturally varies from time to time according to the state of the rosters. The average seniority of men so advanced during the quarter ended 30th September, 1925, was 127 years. As it cannot be said that there is any block in promotion, the last part of the question does not arise.
