asked the Postmaster-General whether, seeing that the personnel of His Majesty's Navy serving on foreign stations, and their friends who correspond with them, are charged at the Imperial letter rate for their communications, although British ships are considered to be part of British territory wherever they may be, he can see his way to charge them at the home rate, seeing that they are abroad, not of their own wish, but for national purposes?
