I propose to go into this question of line-throwing appliances on British ships. The provision of such appliances is not compulsory under the present law. The whole subject was investigated by the Merchant Shipping Advisory Committee in 1908, and their report was published in 1909, Parliamentary Paper Cd. 4552. I am sending my hon. Friend a copy of the printed Notice issued by the Board of Trade in 1909.
