Mr. CHAMBERLAINI am not aware that any municipality has statutory power to undertake the retail sale and distribution of coal. To meet emergencies, I have in a few cases sanctioned, under the Local Authorities (Expenses) Act, expenditure on the purchase and distribution of coal.
