§ Lord E. PERCYNo, Sir. The occasion for the issue of the Circular was the necessity for withdrawing certain suggestions made in the appendix to the building Regulations for new schools which were issued in 1914, and which are now out of date in consequence of the Act of 1918. The Circular makes suggestions to authorities and managers for their consideration in connection with the many opportunities which are now occurring, and may be expected to occur, for combining the provision of additional accommodation or the improvement or replacement of defective premises with the adjustment of school organisation to present needs.
