§ Mr. BECKERasked the Postmaster-General how an estimate is made of the number of 2d. stamps that are sold for purposes of receipts for payments; is the sale of all stamps included in the Post Office revenue; and will he recommend that in future a special stamp of the value of 2d. is issued for receipt purposes alone?
§ Mr. HARTSHORNThe estimate, which is necessarily rough, is based upon a number of factors, including the known produce of the receipt stamp duty, when a separate stamp was used therefor. The amount so arrived at is deducted from the gross revenue of the Post Office and paid over to the Inland Revenue. The use of postage stamps for receipt stamp duty is a convenience to the public,2162W and I am not prepared to recommend its withdrawal.
